Mary Hay Rowley - nee Chapman
The writing on the sleeve reads "Mother", so presumably was written by Mary's son Charles John Rowley.
Jack Sutton, who is a great-grandson of Mary, writes 10 Nov. 2003:
"The writing on the sleeve is that of my Grandmother, Ronalda Margaret Wentworth Beaumont Rowley. I clearly recognize the handwriting as hers (having seen enough of it in all her "snap" books.)
Note: Ronalda was the wife of Mary's son Charles.
